Depending on the brand of your water heater you may have the anode rod that Len described or you may have a plastic plug. Since water goes to the lowest point look near the lower edge on the outside of your water heater. Peace Dave

That soft spot may not be due to water. It could be an area of the floor that was modified from the bottom to accommodate plumbing or heat runs. Try to access from below and you may be able to reinforce that area from there. Peace Dave
