Heater will not ignite

I have a 2012 Heartland North Trail 24RBS. Over the weekend I have discovered that the heater will not ignite unless the lights are on, however the fan will blow. If I turn the heater off, then the lights will surge. Any ideas as to what is going on?

Shore power or battery?
If battery, is it fully charged?
LP tanks turned on?
Gas in the lines, purged by lighting a stove burner?

Shore Power
LP tanks on and lines purged

If lights are surging and furnace won't ignite, and you're on shore power, you may have a problem with your Power Converter. Our 12V Block Diagram and Diagnostic guide may be helpful.
