You have hit the nail on the head. Complaints about Heartland's landing gear have been going on for years with very little help from Heartland. They did go to a Hydraulic system on some of the newer upper end units but are still putting the cheap Lippert's on the others. I "had" a Cyclone 3950 and replaced the single motor on the drive system twice,once under warranty. I believe they are just plain old "underengined" and cheap. I ended up putting a dual motor system on mine replacing the legs too. Is it still operating, I don't know, as sold it and bought SOB.
My advice, find someone that will put a full hydraulic system on it. Check this forum and others to see who has had good luck and a quality product converting over.
