More braking front axle than rear

I noticed while replacing all my brake assemblies that my front axle wheel locks up while I can still turn the rear. I taped my manual RV brake on my controller on max and both wheels lock up. Brakes have been adjusted. Just wondering if this is normal.

There is a procedure for burnishing your new brakes after replacing. Did you follow the recommended procedure?

Possible bad connection to rear axle breaks causing voltage loss. Running new wiring to each wheel branched from the incoming wire may help. Increasing wire size can help as well.
