Yes that is what the rules say - but what I say is as long as there are group members around they are not left alone ... and this is more so the neighbors are not bothered - and none of us will complain..

We've stayed at a number of parks with the same rule. If your dog, like our old lab, is quiet while you're gone who's the wiser. It gives the park an "out" if your dog's a barker in your absence.
Who enjoys being parked next to a barking dog period???
