About 9 ducts have no air flowing while AC is on. This pic shows no venilation ducts, is this correct.

That's what the duct channels look like. What were you expecting?

The 2016 3270 have venilation ducts like a residential home. I guess that is what I expected. So, why no air flow??

One side are outlets (cold air out) the other side are inlets (returning air to cool)

One side is in, the one is out.

Both A/C's use all ducts.

With the air on take a tissue and hold it up to each duct cover if they suck up to the vent then those should be the return ducts. One run of ducts should be return and one run should be the a/c out put ducts.

So, what can I do to increase air flow. Seems like some ducts have a minimal outward flow. - 2017 BH 3575

I also have a 2017 3270RS
and had the same issue. I took some foam blanks, and formed concave "diverters" which i placed at the end ducts, to force more air into the cabin. I also formed some additional air diverters to place near the center ducts which only cover half the duct area, to force air down and allow pass by to the rear. worked good.
