Bypass valve question

I was checking the water heater today to see if there was a bypass valve installed on my recently purchased trailer.

I found out there is a bypass. The center valve in the picture below valve turns easily but the valve on the hot and cold water inlets to the heater won't turn. I was wondering if anyone knew if there is a trick to these or if they were just frozen from not being used in a long time?

More than likely they are stuck from never being turned as they should move without much effort.. I would take some pliers or an adjustable wrench and try giving them a turn.. If the trailer spent its life above freezing temps they were likely never used..

Thank you. That is what I was thinking as well. It has always been a Texas trailer so it probably was never winterized.

I plan on doing some caulking and other maintenance this weekend. I will see if I can free them up then. If not I will just look at replacing it with new hardware.
