The traffic info is transmitted on an inaudible subcarrier on certain commercial FM radio stations. It is also carried on Sirius and XM satellite radio, but I don't know how the systems interconnect with a GPS.
My XM satellite receiver has about 15 stations with traffic/weather computer generated audio, for 2 cities per channel, alternating cities every 2 minutes.
