Fresh water Tank fill Indicator error

I have had problems before with waste water tanks giving a false indication on the panel, i.e. 2/3 full when actually empty, and understand the concept of the sensors and contamination. My concern is I'm getting a 2/3 full indication with the fresh water tank and little or not water in the tank. There is not enough for the water pump to pick up without spitting air. how are these indicators fouled?

I'm not sure why with all of the high technology we have these days, why they have not come up with a better system ?
This trip before I headed out. I drained the fresh tank and metered how many gallons I put in
Ended up getting 85 gollons in the tank.
At 81.6gl the first vent started draining, closed that vent shutoff valve then got a few more gallons in before the 2nd vent started draining, close to valve and I'm loaded up...

Yep, best little tool to make sure you have a full load of water. I know that with the tanks, water heater and lines full I have 114 gals on board.
